Luke was born and raised in Roswell, New Mexico. After graduating from Goddard High School he attended McMurry University in Abilene, Texas. At McMurry, Luke played football for the Indians, participated in Model United Nations, was active in the Servant Leadership program, and received a bachelor of arts degree in political science. Luke then moved north to Lubbock, Texas where he attended Texas Tech School of Law. While going to law school, he worked at Lubbock Legal Aid, representing impoverished women in domestic violence cases.

After graduating from Texas Tech School of Law, Luke joined the Sanders, Bruin, Coll, and Worley law firm where he worked as an associate from 2005 until 2008.

In January of 2008, Luke and Doug Jones Witt formed the Jones Witt and Ragsdale Law Firm. The Firm focuses primarily on Personal Injury, Criminal Defense, and Family Law.
